Vehicle Emissions Testing & Inspection
Texas no longer requires an annual safety inspection for most vehicles. But if your car is registered in Travis or Williamson County, you still need an annual emissions test before you can renew your registration. A lot of Austin-area drivers are confused right now, and it's a fair confusion — the rules genuinely changed. Here's exactly where things stand, and how testing works at our Round Rock and Austin shops.

What changed in 2025
Texas House Bill 3297 eliminated the mandatory annual safety inspection for non-commercial vehicles, effective January 1, 2025 — the inspection that used to check brakes, lights, wipers, tires, and horn. It's gone. There's no more windshield inspection sticker either; your registration sticker is now the only sticker you need. What didn't go away: emissions testing. Texas still runs an emissions program in 17 counties, and both Travis County (Austin) and Williamson County (Round Rock) are on that list. If your vehicle is registered in either county, you still have an annual step before you can renew registration — it's just an emissions test now, not a full safety check. In place of the old safety inspection, the state added a flat registration fee (an "inspection program replacement fee") that everyone pays at renewal, regardless of county.
Do you need an emissions test?
If your car, truck, or SUV runs on gasoline, is registered in Travis or Williamson County, and is roughly 2 to 24 model years old — yes. Exempt: brand-new vehicles, which are exempt for their first couple of registration years; vehicles roughly 25 model years and older, which have aged out of the program; and diesel, electric, motorcycles, and mopeds, which are not part of the program at all. If you're not sure which category your vehicle falls into, call either shop and we'll tell you before you make the trip.
How emissions testing works at Total Auto Works
Most vehicles are tested using the OBD (on-board diagnostics) method — our equipment connects to your vehicle's computer and reads its emissions-monitoring systems directly. It's quick and non-invasive; nothing is removed, and there's no tailpipe probe for the vast majority of gas vehicles built in the last two decades. What to bring: your vehicle and your driver's license or registration info. Once your vehicle passes, that result is transmitted electronically and tied to your registration. One thing that will fail you every time: a check engine light. If your dashboard light is on, the OBD system has an unresolved fault code — an automatic fail under state testing rules, no exceptions. Get it diagnosed before you come in; it'll save you a wasted trip.
What happens if you fail
You can't renew your registration until you pass. The vehicle needs the underlying issue repaired, then it goes back through testing. Because we're a full repair shop and not a testing-only station, the diagnosis, the repair, and the retest can all happen in one place instead of three. Many testing stations offer a free or reduced-cost retest within a set window — ask us about our retest policy when you come in. In limited cases the state offers waivers or extensions for owners who've made a good-faith repair effort; that's handled through TCEQ, not the testing station.

What to bring, and how long it takes
An emissions test is the shortest visit we do. Bring the vehicle, your current registration or plate number, and proof of liability insurance — Texas requires valid insurance at the time of inspection, and it is the single most common reason someone gets turned away and has to come back. You do not need an appointment; emissions tests are walk-in, Monday to Friday between 8am and 6pm at either shop. The result is transmitted to the state electronically, so there is no paperwork to carry to the tax office and no windshield sticker to collect. The state sets the test fee, not us — it is the same figure at every certified station in Texas, so there is nothing to shop around for. Where stations differ is what happens when something fails, and that is the part worth choosing on.

Do I still need a state inspection in Texas?

What if my car is brand new?
New vehicles are exempt for their first couple of registration years. After that they enter the program like any other gasoline vehicle registered in Travis or Williamson County.
Do electric or diesel vehicles need testing?
No. EVs, diesels, motorcycles, and mopeds are excluded from the Texas emissions program statewide.
What happens if I fail?
You can't renew your registration until you pass. The underlying issue has to be repaired, and then the vehicle goes back through testing. We can diagnose it, repair it, and retest it here rather than sending you somewhere else.
How long does an emissions test take?
It is the quickest thing we do — a short plug-in scan of the vehicle's onboard system, not a teardown. Walk-ins are handled between other work, so the honest answer is that the wait depends on how busy the bay is that morning rather than on the test itself.
Do I need an appointment for an emissions test?
